Communicating EU for Ukrainians (CEU4U)

Strengthening the EU-Ukraine partnership through strategic communication, promoting cooperation and shared values.
Our strategic services
In a challenging context, spanning both before and after the full-scale Russian invasion of Ukraine, Ecorys effectively planned and delivered 10 communication campaigns on various topics over a four-year period. These campaigns utilised digital and offline media, public relations, out-of-home advertising, TV/radio, and national and regional events, among others. We also supported the EU Delegation to Ukraine with media monitoring (weekly and monthly, including social media), crisis management, digital diplomacy, and capacity building in a range of topics, from social media copywriting to public speaking and media interviews.
Making an impact

Communication campaigns exceeded all KPIs:
460 million impressions from outdoor advertising, 316 million from digital advertising, 63 million from TV, and 40 million from radio.
Events were organised at national and regional levels, both online and onsite, with over 42,000 attendees.
Campaigns engaged more than 100 influencers and generated over 800 stories in national and regional media.
Our research shows that positive attitudes towards the European Union among Ukrainians rose to 76%, up from 51% in spring 2020, before the project began.

Graphic design
Ecorys delivered impactful graphic designs that enhanced the EU Delegation’s efforts to communicate key messages effectively, using localised channels like stickers for the Telegram messaging app.

Copywriting and editing
We provided compelling bilingual copywriting services, including newsletters, press releases, and researched stories, which amplified the EU Delegation’s messaging, fostering awareness and understanding of EU-Ukraine cooperation and shared goals.
Infographics
Ecorys produced clear and engaging infographics that visually communicated complex information, supporting the EU Delegation’s goal of increasing public understanding of key EU-Ukraine initiatives. These were shared both online and at events.
Videography
Ecorys created dynamic, informative videos for various channels (web, social media, public transport screens, TV) that effectively conveyed the EU Delegation’s messages, helping to engage audiences and raise awareness of EU-Ukraine cooperation.
UX design, web design and management
Ecorys designed and managed the project’s website, serving as a central hub for EU-Ukraine relations. The site highlights communication campaigns, showcases EU projects, shares human stories, and provides the latest news, supporting the EU Delegation’s communication efforts.
Presentations
Ecorys developed impactful PowerPoint presentations for events, visually supporting key messages and adapting our communication efforts to diverse audiences, including journalists, the general public, local authorities, and civil society organisations.
